For most Singaporean patients, the cost of medications for chronic conditions at their enrolled GP clinics is already covered by CHAS.

 

From 1 February 2024, CHAS/PG/MG cardholders enrolled in HealthierSG GP clinics with higher chronic medication needs and bills will benefit from this HealthierSG Chronic Tier, where patients can enjoy subsidies of up to 87.5% for selected whitelisted chronic medications, similar to those prescribed and subsidised at polyclinics.

 

Patients will also receive subsidies of up to $360 per year for other components of their chronic care, such as consultations and lab tests.

 

From 1 February 2024, residents under the Chronic Disease Management Programme (CDMP) can use their MediSave to pay the full cost of their treatment at their HealthierSG clinic, without the need for the 15% cash co-payment.

What is the difference between CHAS & HSG Chronic Tier?
Which Subsidy Framework is better?
(i) Original CHAS Chronic Tier

Dollar subsidies (e.g. up to $125 subsidy per visit, capped at $500 per year for CHAS Blue) for all bill components, with current per-visit and annual limits

(ii) Healthier SG Chronic Tier

1) Means tested percentage-based subsidies (e.g. 75% for CHAS Blue) for whitelisted medication.

2) Dollar subsidies (e.g. up to $125 per visit, capped at $330 per year for CHAS Blue) for other components (i.e. consult, investigations, non-whitelisted drugs, others)

(Annual limits are adjusted as there are also uncapped subsidies for whitelisted medications)
When one subsidy tier is used at a visit, the annual dollar subsidy balance remaining for the tier which is not used will be pro-rated to account for the different annual limits and drawn down accordingly.

HSG Benefits & Subsidy Framework (HSG Chronic Tier/ Existing CHAS Chronic Tier)

All HSG enrollees who are CHAS (Blue, Orange, Green)/PG/MG cardholders are eligible to access the HSG Chronic Tier at their enrolled HSG clinic.

 

Yes, HSG enrollees who visited their enrolled HSG clinic for treatment of CDMP conditions will be able to use their MediSave to fully pay for their bill after the subsidies, subject to prevailing balance and withdrawal limits of their MediSave 500/700.

*Note: Any additional delivery cost will not be claimable under CHAS or MediSave.

HSG enrollees can only access HSG Chronic Tier at their enrolled HSG clinic. However, the clinic that you’re not enrolled in, will still be able to make claims under the Existing CHAS Chronic Tier if he/she is an eligible CHAS/PG/MG cardholder.

Yes, HSG enrollees can choose to use either subsidy framework at each visit, only 1 claim can be made at each visit.

Please take note that the annual dollar subsidy balance remaining for the tier that is not used will be pro-rated to account for the different annual limits and drawn down accordingly.

Only 1 tier can be used at each visit. Enrollees may choose either the

  • Original CHAS Chronic Tier or
  • HSG Chronic Tier
  • Please enroll and book your appointment with our GP, and our doctors advise you on what is appropriate for you.
  • Enrollee may wish to use Original CHAS Chronic Tier if the enrollee:
    • Has low chronic drug utilisation, where bill size is unlikely to exceed the Original CHAS visit limits; or
    • Prefers specific branded drugs or uses largely non-whitelisted drugs.
  • Enrollee may wish to use HSG Chronic Tier if the enrollee:
    • Has high chronic drug utilisation, where bill size exceeds the Original CHAS visit limits; and
    • Whitelisted drugs take up a large proportion of the drug needs and bill size.

 

  • If you have used up your annual dollar subsidy limits from the Existing CHAS Chronic Tier, you may consider switching over to HSG Chronic Tier to enjoy higher subsidies on your chronic medications.
  • Do note there will no longer be any remaining dollar-based subsidies under the HSG Chronic Tier.
  • The remaining co-payment amount can be made via MediSave, subject to prevailing balance and withdrawal limits of their MediSave 500/700 or by cash.

 

No, there will be no change to the annual limit for the Existing CHAS Chronic Tier. However, do note that the annual dollar subsidy balance for the Existing CHAS Chronic Tier will be pro-rated to account for the different annual limits and drawn down accordingly whenever there is a switch in subsidy framework.
